MODEL COMMUNITIES INITIATIVES PROGRAM
The GDA Model Communities Initiatives Program funded by the United States Agency for International Development (USAID) with cofunding from TNK-BP, Citi and United Technologies was carried out in 2006-2007 by the Fund for Sustainable Development (FSD) in partnership with the Institute for Sustainable Communities (Vermont, USA).
The Program addressed municipal energy-efficiency, social, economic and conservation concerns jointly with communities that provided the largest shared funds. External experts and FSD staff reviewed all proposed projects. Consortiums of organizations were formed in each community to implement priority project complexes.
Municipalities – Participants in the Model Communities Initiatives Program:
1. Razdolnoye (Nadezhdinsky Raion, Primorsky Krai)
2. Posolskoye (Kabansky Raion, Republic of Buryatia)
3. Leninsky District (Yekaterinburg)
4. Dzerzhinsky District – Babino Municipality (Nizhny Novgorod Oblast)
Four consortiums fulfilled 13 projects for a total amount of $267,313 with grantee contributions increasingthis amount to $486,322.

- Project co_funding by groups of organizations, including on a national level

Main Program Achievements:
- FSD tested its proprietary innovative methodologies of supporting integrated project complexes in communities. This strengthened multi-sector interaction and promoted close cooperation between individual projects and, in the end, produced a synergetic effect;
- Concrete energy-saving techniques were utilized in communities participating in the program (modernization of heat and water supply systems; installation of energy-efficient street lighting systems; replacement of coal-burning and electric boilers with more economical and environmentally sound combined gas-generating units; use of power meters; reduction of heat losses in old buildings; etc.);
- FSD also tested a variety of mechanisms of reinvesting project energy savings (through founded Local Community Funds, on the basis of ordinances issued by local and regional government, etc.) into the further development of community energy_efficiency programs and other social projects, primarily, those carried out in children's medical institutions;
- Improved child health as a result of projects aimed at increasing indoor temperature in kindergartens and schools and, thus, providing more comfortable conditions for the children;
- Active community participation in the Program and cooperation with local self-government; project openness; and broad dissemination of information about Program activities.
