Project complex “Energy-Efficiency – an Important Factor of Sustainable Municipal Development” Implemented Under the GDA Model Communities Initiatives Program in Dzerzhinsk, Nizhny Novgorod Oblast
In May, during a site visit to Dzerzhinsk to monitor the activities of projects included in this complex, the staff of FSD Regional Center met with the coordinators of the three projects and also visited the locations of project activities.
Project # 1. Founding an Energy-Efficiency Education and Coordination Center at the Municipality
- In May 2007, two companies (a government and commercial) decided to train their personnel at energy-efficiency courses under this project.
1. The director and chief power engineer of Sverdlova Factory, a state enterprise, applied to Dzerzhinsky Polytechnic Institute with a request to organize a special training course for the personnel of all the factory’s services and shops (for approximately 20 attendees).
2. Another enterprise, the Dzerzhinsk Branch of Nizhny Novgorod Utilities Services also expressed an intention to train its staff at these courses.
- In June 2007, the City of Dzerzhinsk Power Engineering and Energy-Efficiency Coordination Council, which was recently founded as part of project activities at the Dzerzhinsk Polytechnic Institute with support from the Mayor’s Office, will hold its first meeting.
Project # 2.Modernization of Street Lighting Systems with the Use of Energy-Efficient Light Sources in the Settlements of Babino Rural Municipality
- Following its work plan, the Nizhny Novgorod Energy-Efficiency Center conducted a project feasibility study, which was certified as complying with the requirements of the Regional Energy and Resource Saving Commission.
- In accordance with the feasibility study, 659 street lamps will be installed and 32 lamp posts will be replaced.
- This project was recommended for implementation at a session of the Regional Commission for Selecting Energy and Resource Saving Utilities Projects. Since the payback period of the project is 3 years, the Commission decided to reserve energy savings at the organization. The estimated amount of these funds is from 320,000 rub./year (during the first year of the project) to 200,000 rub./year (during the second year of the project).
- Therefore, this project has laid a legal foundation for an energy-savings reinvestment mechanism, which is one of the key goals of the project.
This street lamp from the 1970s will be replaced. This type of lamp is the most energy-inefficient with no light reflector, no safety glass cap and a simple glow lamp. There are several dozen such street lamps in the settlements of Bilibinskaya AdministrationProject # 3. Modernization of Heat Supply Systems and Introduction of Energy-Efficient Techniques at Children’s Pre-School Institutions (on the example of Kindergarten # 147 in Gorbatovka Settlement). Work has begun at the kindergarten to identify a site for installing new equipment and negotiations are being conducted with suppliers and contractors. In June, a contractor selection contest will be announced.
