Municipality Profile
Prigorodny Raion of Iristonsky Municipality in the Republic of North Osetia – Alania with a population of 40,000 borders on the city of Vladikavkaz. Sapitskaya Budka is the most popular recreation Area among the residents of Vladikavkaz. School # 29 is located on this area and its students include children from Prigorodny and other raions of Vladikavkaz.
Municipal problems addressed by the Project Complex
- Failure to meet temperature standards during winter in School # 29 because of obsolete window frames (the windows in the school’s gym, for example, have no glass at all and are covered with polyethylene). The lack of heat insulation around the heating pipes in the school building results in heat loss and the accumulation of moisture in the basement.
- High rate of respiratory illnesses among the pupils (up to 50% during winter) because of low indoor temperature and high humidity.
- Absence of a separate waste collection system considerably increases the cost of waste burying at the landfill. The use of chlorine-containing substances for disinfecting trash removal trucks, trash chutes and trash containers has a negative effect on the environment.
The Sapitskaya Budka Recreation Area requires special development activities. Culture and sports events organized on this area by the public and local government will promote civic activeness and will strengthen interaction between the community and the raion administration.
Synergetic effect of the Project Complex:
The Project Complex is targeted toward improving the social and economic situation in Prigorodny Raion. Multi-sector participation is confirmed by a Memorandum of Interaction. All the projects of the Consortium will work together: the pupils of School # 29 will take an active part in improving the recreation area, where the Clean City Company will organize separate waste collection.
An agreement has been reached with the Department of Education of Vladikavkaz Local Self-Government Administration on the reinvestment of funds saved as a result of the energy-efficiency project into continuing the modernization of School # 29.
Interaction between the local residents and the city administration is being enhanced. Expenses for maintaining educational institutions are decreasing. The general environmental situation in the recreation area in Prigorodny Raion is improving. The community is involved in projects promoting the sustainable development of the municipality. A system for monitoring the area of Prigorodny Raion is being formed.Contact person of the Project Complex:

Project summary:
This project involves creating comfortable conditions for the teachers and pupils of School #29 by replacing old window units, installing energy-saving light fixtures inside and outside the school, modernizing the heating main, and improving the area around the school. The pupils and their parents will participate in sociality significant activities.

Project objectives:
- maintaining standard indoor temperature in School #29.
- promoting civic activeness of the residents of Vladikavkaz and of nearlying raions.
Anticipated results:
- Replacement of 40 old window frames with new modern multiple glass units in School # 29 to increase indoor temperature.
- Repairing the heating pipeline and replacing pipe covering in the school’s basement.
- Replacement of old lamps with new energy-efficiency ones in 50 classrooms and around the school.
- As a result of heat insulation work, power consumption will drop by 80% and heat consumption will decrease by 50%.
- After the removal of window grates on the school’s ground floor, 6 video monitoring points were installed to ensure effective security of the area around the school.
- As a result of this project, 280,000 rubles are saved annually on heating the school’s building and 120,000 rubles are saved on lighting.
- A 45-minute television program devoted to project results was prepared and aired in the Republic.
- Upon an agreement reached with the Vladikavkaz Department of Education, funds saved as a result of this project will be used for replacing old doors and modernizing classrooms in the school.

Project summary:
This project will create a system of separate solid household waste collecting and processing; arrange container sites for separate collection of waste; employ special vehicles for removing separate types of waste; stop the use of chlorine-containing cleaning agents and replace them with safe ones for disinfecting dump trucks, trash chutes and trash containers; advertise separate waste collection in the community; open trash drop-off centers; introduce various measures of influencing violators of sanitary standards; and, consequently, improve the environmental situation in the community.

Project objectives:
Limiting the amount of household waste removed to the city landfill, thus improving the environment in the community; increasing the operational life of the landfill; and promoting the idea of cleanliness among community members. The project will help save natural and energy resources and reduce hazardous emissions to the atmosphere and soil contamination. The collected waste will be 100% recycled, and new chlorine-free disinfecting agents will be used.
Anticipated results:
- Introduction of a separate waste collection system in Iristonsky Municipality that will include organizing up 20 container sites and installing 80 specialized waste containers.
- A drop-off center for accepting waste for recycling will be organized.
- From 115,000 to 130,000 cubic m of waste suitable for processing and recycling will be recovered every year.
- 20% less of waste will be buried at the landfill or from 515,000 to 530,000 cubic meters, which will lower the cost of waste burying by up to 1 million rubles.
- Chlorine-containing substances will no longer be used for disinfecting trash removal trucks, trash chutes and trash containers and instead of them substances not containing active chlorine compounds and not harming the environment, such as Trash Buster, will be used.
- Advertising separate waste collection, a TV program, and a regional seminar on solid household waste management will facilitate public participation in addressing the issue of waste utilization.

Project objectives:
Improvement of the environment in the recreation area: removing trash, installing illumination and amenities, organizing permanent supervision of the area and promoting socially responsible attitudes among community members regarding the condition of the area.
Anticipated results:
- Restoration of the infrastructure of Sapitskaya Budka Recreation Area: improving the 3-4 km trail in the park, including the installation of 30 streetlights with energy-saving lamps.
- Renovation of the suspended bridge over the ravine.
- Cleaning areas of the park from trash and fallen trees and removing over 30 t of trash to the landfill.
- Restorating the depleted park area by planting at least 150 large-sized coniferous trees.
- Increasing community participation: over 100 volunteers will take part in improving the recreation area during the events of the “Clean Nature for Our Children” Initiative.
